help, car has fuel and spark but wont turn over
So here is my dilemma.
Friend and I replace my rotor and cap in my civic which has a OBD1 JDM B16A in it. We had to pull the distributor because the bolt that holds the rotor onto the pin inside the distributor was stuck. Stupid us, we went to remove the pin from the distributor and we never marked which way the key was seated on the end of the pin. So we finally got the new rotor on, put on the key, put on the rotor, put the plug wires on, and go to fire it up, and we notice the distributor is just "wobbling" or rotating as if it was not seated properly. The car would not start. So we pulled the dizzy again, and we thought my timing was out 180degrees so we just span the key and tried again, no go. So we took the key off and flipped it around again, and tried again, to no avail. So we used a compression tester and a vacuum plug to get TDC on cylinder 1 according to this diagram:

We tested using cylinder 1 in that picture, and the rotor was facing cylinder 1 on the distributor. still nothing.
We have checked, we have spark on all 4 cylinders, we have fuel pressure, and my injectors are pulsing. We have whats needed for ignition, yet its not starting.
We checked all fuses, we put on my old rotor/cap and still nothing, it just turns and turns but wont fire.
Any ideas? Anything I forgot?

I had this SAME problem with my motor after a re-build. Spark and fuel soaked plugs, turns out the injectors were not firing for the correct cylinders. I took my dizzy off and my fuel rail with injectors off and turned the dizzy by hand to see what injectors were firing. This way I could see the spray from the injectors to be 100% sure, and they were all firing for different cylinders.

mine shouldn't be considering it was fine before, and they weren't touched. its all stock, its a 92 si-r from japan, stock b16a, not swapped.
a motor needs Spark, Fuel, Compression, and Timing. given the fact that the ignition system and timing were the two factors that were worked on were Spark and Timing it pretty much narrows it down. and you said it has Spark. if it has fuel and spark the only thing that can be wrong is that you have them at the wrong time. check firing order, check to see if the distributor is 180 out again. check to see if anything was left unplugged, maybe pull the dizzy cap off and check the camshaft position sensor. is it trying to fire at all or completely nothing.
+1 for the firing order. I have seen many D's and B's not fire simply because the plug wires were not ordered correctly. Check them again.
sorry, it turns over, but wont ignite.
the problem was my timing belt skipped 3 teeth on the intake cam, lucky i have no valve damage.

so its running fine now.
