Did you check fuses by eye, or with an actual tester?

Checked them with a fuse tester with power on and with a meter to be 100% sure all fuses were working properly i was wondering if it may have been a dimmer switch or idk

All lights currently not working are on a single circuit protected by fuse #19 under the dash. Double check whether fuse #19 is blown.

Pry the dimmer switch out of the dash, unplug the connector, turn the parking lights ON, and check whether you measure 12V at the pin for the Red/Black wire in the wire harness connector to body ground. If not, check whether you measure 12V to body ground at the battery side terminal of fuse 19 when the parking lights are ON.

Did you mean fuse 19? Was the combination switch in the parking lights position?

Do the headlights work? If so, check the combination switch in the parking lights position:

Fuse are not tested under power. You have to take it out and test it using the continuity function on a multimeter or the resistance meter.
