Default no codes????

I get no codes, not even the "engine normal" codes when I jumper the 2p connector.
The engine light does not flash. anyone knows why this is?

I jumped the 2 p connector to check for codes (engine trouble codes). I have always seen a "no problem code" in other cars such as a code 12. I figured I would at least see that in my civic, but nothing happened.
This is the same 2p connector used to also adjust ignition timing.
Any ideas?
Thanks
