all the paint came off? if so then yes the the abs bumper should have been scuffed with like a scotch brite ( red ) them prime it let the primer sit for like an hour then wet sand the bumper with some 800 grit then basecoat and then clear it dont wetsand in between base and clear unless you get some big dirt spots
Of course you have to prep the plastic first!! It's no surprise that all your paint peeled off really...
Sand the bumper with 400-600 (IMO) thoroughly and then clean with wax/grease remover thoroughly and then use a plastic adhesion promoter properly before you apply primer. Then it will stick

when i worked for a performance shop, we did a rebuild/ restoration on a 2nd gen eclipse gsx. it had a new motor/turbo, new catskin leather interior, and a new paint job inside and out.
for the bumper to prep. i used a gray or green scotchbrite pad with some stuff called Final Sand sanding paste. its kind of gritty like some hand cleaners with pumic. it made prepping the bumper easier. just get a bucket of water and keep dipping the pad in while you sand to keep the plastic cool, and you should be golden. dont forget to wash it off and use a good wax & grease remover.
heres a link for the sanding paste. http://www.handsontools.com/Catalyst...-oz_p_807.html

THANKS FOR ALL YOUR HELP.... i really appreciate it. Now if i can follow some directions it should work. Time for sun to some out
If it is a brand new bumper before anything you got to wax and degrease it because of the release agent they use. If you start sanding without cleaning you'll push the release agent into the plastic. For my own personal parts if I already have plans of priming I like to go lower in grit to give something to bite into. Around 220 because the primer will cover the scratches.

what brand is the bumper? most new bumpers will come with an e-coat on them. they aren't usually bare plastic. problem is, some of them are called re-wetting e-coat. they peel or re-wet when they touch solvents. best way to see is to take laquer and a paper towel and rub on it. if the black comes off at all, you have to take all of it off.
