starting air valve?
im a turbo newbie, and i recently had a turbo system installed on my 96lude h22, my ? is, do i need to somehow re-connect the "starting air valve" vaccuum hose to the charge pipe? this pipe did not have a fitting for it, but i do know that this hose was connected to the stock intake pipe, i've been driving with it disconnected quite some time now..
well im not turbo but im cam'd and piratemcfred sold me a SAV blocking plate(got rid of the SAV) for 7bux so id ask him if that would help ur application

i sort of simulated that, or at least i think i was, what i did was put my finger on the sav vacuum hose while the car was running, i felt suction, i then revvd it up alil, and the rpms climb, and the rpm decreases very slowly, when i let go of the throttle, while doing this, i noticed a popping noise...is this way the same thing as if i were to eliminate/add block plate as shown in your pic?

im not 100% the reason why i did this is because my idle surged big time and when i took it off it stoped surging so like i said just PM pirateMcfred he should know if it will benifit your application

You can make a plate out of anything, just cut out the right shape. My plate is made out of a slice of carbon fiber from the bottom of my hood...works fine.
You felt suction because the engine creates vacuum. It won't run any different if the valve is hooked up or not provided you don't have a vacuum leak.

Lots of the parts in your car essentially "do nothing"

Mattsnooz, if you've been around you might have noticed that my engine's a little different than most. Removing the SAV helped my setup big time. On a VTEC engine that pulls more than 700mbar manifold pressure at idle the SAV is fine to run. The POS SAV on a big cammed engine causes a surge at idle. If you're mostly stock it wont' do a bit of good for you to remove it. It didn't come on engines from JDM land, as was said before and it's not necessary. If it's not necessary then remove it.
