Air Coming from Valve Cover Breather???

Air Coming from Valve Cover Breather???
I was Just curious, i noticed that air is acutally coming from my valve cover breather, is that right?? i thought air was suppoused to be sucked in from there fresh air for the crankcase and the pcv suppoused to expell the pressure to the IM?? or is this right?

i just went to napa and bought a replacement for $10?? (not to brag.. but that's pretty pricey). anyways with a few trouble testing, i noticed that when it idle's air comes out of the breather valve.. but when i rev or open throttle air is sucked in. i then popped my brothers d15 del sol and took off his breather and when he idle's it's still sucking in air?, then i started to do a "test" fitted a small hose and taped it around the inlet of a vaccum cleaner and stuck it into the pcv valve inlet and turned it on, i then placed a pieace of paper near the breather valve and it sucked it in?? so doesn't that mean that there isn't any clogges?
