Default technical REFEREE question (for California people only) Need help

I have never been to the ref. before.
I have a little problem.
Lets pretend money is not an issue but these are my options
I recently got a ref. ticket for my b16a in my civic.
Its now illegal to BAR and JDM motor in any veh. that was not already equiped with the equivalent motor. This is something they just passed April 15th. There is been big uproar about it and I'm thinking the new rule may not last very long.

My options 1

Go to the ref. and get a notice that says that and present it to the judge pay the fine and keep it moving until this passes over and I can get it BAR officially. If I do that then I plan on installing my ITR p73 head on the B16 for a little more power.


Option 2:

Sell the B16a and the p73 and install and complete rebuilt B18c1 and get that BAR'd in the car and keep it moving.


Option 3:

Sell the B16a keep the ITR head and install it on the GSR bottom end sell the GSR head and the car BAR'd with that motor. My only problem with that option, is it possible to BAR a GSR bottom end with a ITR head because the manifold are supposed to match. Does the referr inspect the head to make sure it has the proper head and if they don't do they check to manifold to see if it matches the head or matches the block stamp?


Either way I have all the stuff needed in order to either of these option done I just don't know about option 3 which seems to me to be the best option is it will work at the referee.

since money isnt an issue i would do what i can to make wutever motor u have LEGAL with all emissions stuffs, correct USDM ecu, carb# for all aftermarket parts and just make an appointment for the ref..u will NOT have to pay anything unless u pass which is just $8.25...most likely you WILL fail BUT while ur there you can talk to the ref about the new law they just past on JDM motors and what you can do to make it legal..if he says there is nothing you can do then just try ur option 2 or 3

more then likely after sitting down and thinking about it for while I probably will do that.

I was just informed that the bail for that ticket is $550 and since money kind of is an issue, thats less money out of my pocket.

I guess I just needed someone to help put things in retrosect

did u get a mod emissions ticket? if so that is a straight flat fine of $365 (thats wut mine was) unless u got some other tickets like mod exhaust, windows, ride height etc..

My buddy also paid a state ref ticket. Same amount 365 and was on his merry way.

I would do the 365 and be done with it.

nah it was only a referee illegal smog ticket.
fix it ticket for rear license plate light being out
registration
and some other fix it ****

wow news to me. i just installed a jdm type r into my parts managers 00 civic hatch and used the p73 ecu and the us spec intake manifold and the jdm header.we had to change the intake and throttle body and install a cat with the o2 sensors. he just got the bar sticker on the 23rd of this month.

Yup best bet. The law is not new it was just never enforced. The Refs do not actually work for BAR. They simply have to follow the law as it is presented to them. BAR recently decided that it wanted the refs to crack down on JDM engines ( a friend of mine is the Ref over at Rio Hondo college)
