You need:
stock b16a2 headers with heatshield
stock P2t Ecu
catalytic converter
evape purge solenoid valve from b16a2 manifold if you dont have it already..
receipt for the motor and proof of purchase
Stock 99 civic si air intake black box
Wires have to look neat with sparkplug covers and so on..
Battery tie down hardware
No check engine lights
Basically everything that came off the 99 civic si engine
tip: use the 99 civic si stock ecu.. if you get any codes then you must fix them.. if you fix all of them, then your good to go..

Definately gonna have to change the ECM. If the headers and exhaust appear stock you may get away with it. Like if they have the original heat shields and such. But if you have CARB_EO stuff then you should be ok.

You also need a 99 or 00 gas tank because those gas tanks have a sensor for pressure and if you don't have it the 99 si ecu will throw a code.
this is what readiness monitors are..u need a scan tool to check if they are complete or not complete
