Vtec Pressure Switch Voltage ?

Vtec Pressure Switch Voltage ?
A friend of mine has a EG with a B16 swap. Car is throwing cel code 22 for vtec pressure switch.
I believe there is an issue with the wiring to the pressure switch. The black wire is running to a good ground and the blue/black wire is running to ecu input D6.
Should the wire from pinout D6 provide 12 volts ONLY at the rpm when vtec engages?
