Default No Voltage To the ICM

What inputs is the computer looking to see to allow voltage to go to the ICM? I check for voltage at the ECU and there is nothing.

Any input and ideas are appreciatted. Thank you in advance.

does the ecu have good grounds, there are several, make sure all of them are good. Is it getting power? If the above 2 are good then I might throw another ecu at it and see if I get power going to the ignitor

Do you have power on the black/yellow going to the distributor assembly, [when ign. switch is in run and start]?

What is the MM&Y of the car? 94
