Identify this quick release hub

I've been digging through all my records and cannot figure out what this thing I own is. I bought it years ago and I seem to think it was a rare part but hell, I could be wrong.

Can anyone tell me what it is?

Someone must know what it is, I've seen it in the steering wheel thread on other wheels.

I think it's an R-Crew racing hub...well that's where I got mine from....
