Where could I find a set of nice headlights and tail lights for my 99 SiR? I don't want to pay a lot, but I also don't want cheap ricey looking ones. Anyone help me or without a link?
State a problem, and then people can help find a solution. It sounds like you're running around with a solution in your head while looking for a problem to apply it to.
To toss a little more info in here, this is what I have: OEM tails, generic bulbs. Front aftermarket "clear corner" turn signals with "chrome" amber bulbs. OEM headlamps with 9005 bulbs modified to fit.
Front turn signals because I dislike orange plastic on the red car. Chrome bulbs to avoid the "egg yolk" look. Amber when lit to avoid police hassle. 9005 bulb used as primary headlamp for a little more light. Each change was done for a specific reason.

It's just I built the car over the winter, turbo, etc, etc, now the original owner had ricey headlights and tail lights that looked like crap and never worked. I wanted someone that looks nice and clean and not too flashy, just clean looking. I also don't want to spend a fortune.
Most people on this forum lean towards different stock headlights and taillights.
Find some photos of the lights you like and we can tell you what they're from.
If you have a '99 Civic, then your headlight bulb is a 9003 (the high and low beams are from the same light bulb).
Back to the stock headlight assemblies, you can find them on here for sale, through junkyards and on eBay if you know exactly what you're looking for (I would steer clear of the replicas - they tend to leak).
car-part.com is a salvage yard search engine that might help you. It works for the US, Canada and Mexico.

You can always get real-deal Civic Type R headlights with gunmetal/smoked lenses and housings, but the reflectors will be oriented the wrong way for a LHD car.
Since you have a Canadian SiR, that should be a coupe, which already has half-red/half-clear rear lenses (99-00 Spec), which IMHO look the best on 96-00 coupes.

I would stick with LHD headlights, like you mentioned though. There are aftermarket headlight covers sold in Europe for RHD vehicles so they're not as obnoxious to others on the road. They have blacked out sections so you don't blind others.

As far as the headlights, I guess I will just try and find a pair of OEM's, now as far as my tail lights go, I've seen a few talon's with the tail lights blacked out and it looks amazing. Where can you get the spray paint? I know I've heard of it somewhere, but can't think of the name of it.

Okay awesome. As far as finding a place for some OEM lights and tail lights, where should I begin to look? Junkyard, or go ahead and by all new? Anyone have an estimate on a price in CDN for headlights and tail lights from Honda?
get on ebay.
dont be fooled by the OEM STYLE JDM STyle, yea it looks like oem but it will no perform, jdm ebay lights suck.
chances are if its new from ebay its fake,
im not saying you cant find them but it will be kinda hard.

What would a honda dealership charge for new headlights and tail lights? I guess I will search ebay, but I'm not buying ricey/piece of crap headlights and tail lights again. Rather go with OEM and not have problems, plus it looks a lot more clean then.
I would buy used ones from a salvage yard. Look for a DIY on how to clean the lenses if they're old looking.
