Problems with Tachometer and spedometer post swap
I made my 98 civic a manual with the same exact engine from a 99 civic and now some of my gauges are not working at all. The ecu I used came straight from the 99 civic along with the motor harness. Is this the issue? I still have the 98 atuo ecu. Is there anything special I have to make it work or am I using the wrong ecu/harness?
It really sucks not knowing exactly how fast I'm going when passing a speed trap set up by cops lol.

Not at all. Which makes me think something is unplugged... or is the ecu or something.

The tach gets its signal from the ICM in the distributor. Check the blue wire and its connection there. It's also possible that the ICM needs to be replaced.

You have to use a '96 - '98 harness in a '96 - '98 cars or you will have these issues, you must also use a '96 - '98 distributor (the plugs are different between '96 - '98 and '99 - '00 D-series distributors)
'99 - '00 Civics (except HX coupes) get their tach signal from the ECU, the blue wire from the igniter is missing, '00 - '01 Integra are setup the same way as well.

In this case, the OP should look for continuity on the blue wire between the ECU and tach in the gauge assembly. It's also possible that the tach itself is bad.
Using the harness and ECU the OP has will result in just exactly whats happening here. There really isn't any point in investigating any further. Posted below is a comparison of OBD2A and OBD2B harnesses, pay close attention to the green plug, this is what connects the engine harness to the underdash harness, note how the OBD2B green plug uses fewer wires, theres a reason for this.
