Yeah all what you can really do it little things like intake, headers, and spark plugs and things like that... If you what to try and find an small turbo this to have fun with it. That's what i'm thinking of doing how.

switch out intake manifolds, convert to 4 injectors, get a better ecu, then go from there

It's called an MPFI swap. It's really easy to do and there's about a billion threads in this forum and in the FAQ section on it. It'll cost you between 200-350 for the swap depending on how cheap you get the parts. Search of that and you'll get your parts list and how to do it. I've done it 4 times myself. Trust me, it's easy. That'll net you around 15-20 horse power (I know it's been debated, but that's a good guesstimate), then from there you should get an intake, header <--one of the best upgrades for the d15's in my opinion, and an exhaust. That'll really wake up your car. From there you can do a Vtec head swap, turbo set up, nitrous, cam, pistons, etc. The list is endless, but those first four things will really get you started.
What I would do is get the mpfi swap done, get the I/H/E, and then get a turbo. People claim to get between 180-200 whp off a simple turbo setup boosting between 8-12 psi. I would keep the boost down around 8 if I were you though. I put together a dsm 14b turbo set up for 400 bux. It's not in the car yet, but the set up is complete for 400, not too shabby. If you do go turbo I would also suggest replacing your head gasket with a mls headgasket and get some arp head studs.
Also when doing the mpfi swap try to get a d16a6 cam too. That knocked .8 off my quarter mile times alone!
Good luck.

^ why would he get intake or a header if he's gonna go F/I route?

Sell the swap to me and get a B series

True, but if he doens't go that route then he'll need it. If he does go FI then he could just buy used stuff until he gets the money to get the turbo set up.
