lsvtec dizzy timing and fuel pressure help

i have a b18a block bored 20 over with 11.5:1 pistons. stock head cams intake. had crane cams but they broke so im stock agian. dc 4:1 header. never has really run like it should finally got a chip from phearable and wonder what settings i need it seems like what ever i do i sacrifice either top end or low end i cant get it in the middle im running stock distribtor timing now and 45 psi fuel pressure. do i need advanced timing or retarded timing. took it to nashville last nite with back at stock it wanted to surge cruising, then i retarded a little and it smoothed out but felt like high rpms got weaker plz ne help

i advanced the timing it smoothed out but lost some top end so i retarded it a little and it seems alot beter now ill find out tommorow
