D15B7 Revving high?!?

Default D15B7 Revving high?!?

I have a 95 hatch w/ d15b7. When I push down on the throttle not even 2 inches, it acts as though im full throttling it. Ive checked the timing it was a little off but I fixed that. What else could it be?

the throttle cable has nothing to do with it. it sounds like its hitting rev limiter at 2500 rpm's the motor was a straight swap. in reverse its fine no problems but in first gear hes lucky to make it 3 feet before it wants to stall.
