ok so if you got spark, fuel and air, and the car still isn't starting i would go back and double check your timing, just to make sure you got it right.
One more thing, check your fuses.

Ok check your ground wires from the harness that usually bolts up to the thermostat housing. make sure you check to see if the ground to the tranny is secure also and the one to the block. I did a swap not to long ago and had trouble starting it due to poor grounding because of painted tranny caused poor circuit so if your starter is turning maybe you have bad grounding.. pm me if you nee more help...
You're SURE the head worked perfect before you put it on? Or was it some local kid who just claimed it worked?
If you're sure its getting fuel and compression, somehow the timing is off. The y8 cam gear would actually put the b7's timing into perfect alignment. Are you sure the spark plug wires are on correctly? Sometimes the different distributors have different angles, which leads to a different connection pattern on the cap. You'd have to match your wire order to the current distributor, based on the legs/angle/coil hump. Firing it 90* or 180* out of order will make big noises & ZERO power.

You mentioned replacing the distributor because there was no spark, but you didn't say whether the new distributor restored spark. What's the answer?
Otherwise, triple check the mechanical timing and the distributor and plug wire installation, and also compression test the cylinders, as mentioned already.
