Default Rebuilding H23A1

I have a 94 Honda Prelude Si with the H23A1 and my engine needs the rod bearings replaced. What I wanted to know was, how much would it be for the whole engine to be rebuild and what parts I need to buy. If possible I would like to make this engine be like a "new" engine, possibly going for aftermarket performance parts; will be boosting this car in the future. Also I would want it to be smog legal in CA.
