Car wont start

So I just finished putting in my freshly rebuilt motor w/ new dizzy, plugs, wires and tried starting it up and it wont start..im getting code 20 need help

btw car sounds like it turns over once/twice then stops

Turns over once/twice and stops sounds like it may have a low battery.
try checking the ground at the thermostat also

check all your grounds and fuses.

Make sure your trans ground is good, it's stupid how important it really is.
