It whines until I come to a complete stop. Does that mean my guage cluster is going bad? or the speed sensor? The speedo guage bounces a little, if that helps.

I had a no tach cluster in it before. Now I have a VX cluster with a Tach and I swapped out the Speedometer.

Made noise even with the old one. But both with same Speedo.

there are no mechanical components in your cluster other than your needles. They dont move fast enough to make any kind of noise...its not your cluster

 

If its not my cluster its something from that area. It starts to whine when I move and stops when the needle hits 0 MPH.

 

Are you 100% sure that's where it's coming from? It could be the VSS itself.

 

Check your steering rack!

 

Whatever it was, its gone now. Weird.
