New TB won´t adjust to factory tps setting???

This weekend i took out my original tb and made the factory reading on the positioning of the tps sensor. It read 8.7 so I installed the tps sensor on my new 68mm tb and when moving the tps sensor it will not get any lower than 11.5. What seems to be the problem and how can I get it down to factory specs. It is a 68mm skunk2 tb. I followed the skunk2s instruction and all. pls help

i didn´t measure the voltage, I measured resistance oems...

I had the same thing happen to me not too long ago.
Take the sensor out, and take a pic of the spring loaded mechanism that is used to "turn" the TPS sensor. Also, if you have a factory TB of any size, take a pic of the same thing and compare.
