Okay there could be many a problems, it could be any vacuum leaks, could be your intake manifold gasket, Throttle body gasket, your IACV (Idle Air Control Valve), FITV (Fast Idle Thermal Valve), or TPS (Throttle Position Sensor). You can look up each individual to see where they are, how to fix them, or how to clean them.

The TPS could make it bounce around, or a vacuum leak.

OK I just got done messing with the civic and I unplugged the iacv and the rpms dropped to around 1k 12k and the cel came on so if it drops off does that mean the iacv is good or bad? I have good vaccum it's like 23-24hg and I don't hear and leaks

try cleaning the iacv before you replace it.
you should also check the tps.
try taking you intake off and covering you throtle body with both of the hands.
if it dies you dont a vacum leak, if it doesnt die you do.

Sounds like a vacuum leak to me, if you do an iacv test if the car if your car does not stall out then you definitly have some type of vacuum leak.

Okay messed with it again and I put my hand over my throttle body and it died so No vaccum leaks. Plus I used some carb cleaner and no change in idle. If I unplug the eacv/iacv it idle's down and smooth and the cel comes on. The fast idle vavle isn't even plug in and don't ook like it ever was. My coolant is full to the rim and I have a steady stream coming out with no air pockets...LOST

Is the idle high when the engine is cold/warm or both? If it's only when it's cold it's the IACV and if it's warm it's the FITV.

Hope that helps...good luck

try when the car is running and pull the throttle back a little and see if the idle drops if so clean out the throttle body butterfly could be dirty and sticking also make sure your tps is set a .45 at idle check the red middle wire going to the plug also make sure your pcv valve is working and there is no cracks in the line under going to the oil can under the intake manifold
