Default Timing

hello, so here is the question, i have a 92 civic si and the timing is off! but wait, It can't match the mark even if we try to turn the dizzy, we got the timing gun and checked, What could be the reason why? could it be the pully itself or the belt,?
Any help, would be appreciated, thanks in advance.

Did you jumper the jumper the grn\wht and the brn connector above the passenger kick panel before checking it?

and did you hook the pickup wire to the spark plug wire on cylinder 1? (closest to driver's side)

If you did both of these things right, has your timing belt been replaced? It's possible that the engine wasn't timed properly when the timing belt was installed.

If the belt is old, it's possible that it skipped a tooth.
