Default How F'd is this head?

This is a buddy's head. He had another guy build the motor and I stareted helping after the motor was in.

Ok so the car kept jumping timing so I tore into the head and found this. The 12mm's were torqued to around 20 ft. lbs. I have a snap on digital torque wrench so I used those to take the cams off and it was reading 20 when they broke loose.

Here's the damage. Can it be fixed?

And to make things worse I think there miss matched cam caps. He bought the head used and the guy who built it didn't check. There seems to be a little bit of a ridge where the cams meet the head.

Dover heads of Greenville SC does line bores for 125 dollars- If a bearing is needed they charge for the bearing itself. So it comes down to the work already done to the head.

In my opinion, I wouldnt run something that an idiot messed around with ya know? Its so easy just to go and find a OEM head never been touched and go from there.

FYI, break away torque is usually higher than what they were originally torqued to so that does not indicate that when they were originally tightened they were torqued to 20 ft/lbs.
