Default driving and gauge cluster shuts off, but car stays running.

My friend has a 99 accord LX and when he is driving the needles all go to zero on the gauge cluster, and the radio stays on and it makes a buzzing noise...What is wrong?

The only thing common to all the gauges malfunctioning would most likely be the cluster itself, a loss of a ground connection or a bad connectoin between the dash harness and the cluster itself.
Do the cluster illumination bulbs extinguish at the same time?
