I took mine in to smog and tested twice (didn't pass for other reasons).. The guy eventually 'researched' the kit and told me that because I didn't have the intake manifold, second set of injectors and the fuel computer that it wasn't legal. Its 'all or nothing' with the CARB crap. I later got it to pass without the kit but BARELY. Compression is a little on the low side.

For the amount of work its going to take you to swap out turbos' charge piping, injectors, etc for smog, why not just not worry about it an run an illegal kit? I got my kit used for $400 with a siezed turbo. Spent $500 on a turbo and had a kit minus the intake manifold, injectors and fuel computer for less then a grand. Thats a good deal in my eyes, so it wasn't much of a problem when I got told I couldn't smog it. If you plan to spend $3,000 on something however just because it is legal only to upgrade and void the whole reason you bought the kit to begin with, why waste your money? I am going to get the intake manifold and I know I can mock up the secondary injectors so they look like they are functional. As far as the fuel computer, its not required that they look at your ECU, they never do. Stick in the stock computer, open the wastegate so it doesn't boost and my problems are solved. Eventually I do plan on running a larger turbo but for now I think this GT28 will do just fine at 18psi. Changing out the turbo isn't something the smog technician will be able to tell either. So long as its still a Garrett unit and has an internal wastegate, they aren't going to know the difference.
