Default Am I missing something obvious? (OBD question)

The R(98) has a CEL on, so I bought a cheap-o scanner because I need one. It does not work. Tried it on a couple of other cars and it does what it is supposed to do. Comes on when you plug in and starts scanning when you turn on the key and push the button.

Am I stupid? All 96 and up cars are OBD II, right?

Is your ECU stock? And OBD1 conversion for chipping would disable the communications.

Stock except for a fuel controller spiced into the harness

Are the wires for the OBD port in tact?

There are wires, but I did not trace them back to the ECU
