My car wont go passed 3k Rpms

Ok so about a week ago i started having this problem and its getting on my nerves... when i turn my car on, sometimes the check engine light will stay on, if it stays on then when i try to drive my car it wont let me go past 3000 rpms... the car is a 95 civic with a b16 swap in it... now sometimes when i start the car the check engine light will turn off and the car will run fine, Ive tried everything i know and cant figure this thing out, any feedback would be greatly appreciated, and i tried gettin the check engine light code but it does nothing... Any Suggestions?

Check your codes. It could be something like a crank angle sensor or the IACV.

im tryin to process this....it will throw a cel, but it wont tell you what code it is??? this doesnt sound right to me...with obd1, when i had a cel, and it would go away, i could still hook the jumper and it would tell me what code it was throwing.
You guys aren't getting it. It's randomly being thrown into limp mode. i.e. there's no code, solid cel, when the code is checked. That's what he's already stated.
My guess is still wiring since it randomly works, and randomly doesn't.

Thank you, at least someone here read the post completely... I know how to check the code, and when to check it but it wont flash. the only thing done to the car was i added hids, but its a plug and play unit, could that be drawing too much power and putting my car in limp mode?
dont know if you chipped your ecu or anything like that. i had a similar problem after and since i had a jdm small bix p30...i had to snip J1. Went back to the original honda setting.
