Broken oil squirters, burning oil?

Default Broken oil squirters, burning oil?

Motor Specs:
Stock Type R head
B16b block
ITR rods
ITR crank
ITR pistons

This motor has been a oil burner since it came in a car we bought. It would burn up to a quart a week depending on how hard it was driven. Now im taking it apart to find out the issue.

First, i found that three of the four oil squirters are broken. One of them was hanging out in the oil pan! Is this common for them to break? What are the negitive side effects? could this have caused the oil burning?

Secondly, The walls apear to be in fine shape, but i can barely make out what looks like a few small vertical marks, but they cannot be felt. The hone marks are still visible. Does this just need a fresh hone and rings?

Lastly, Ive been cleaning up the head before i take it to the shop. Is there any chemical that will take off the caked on burnt oil on the exhaust valves?
