anyone know anyone that can replace my quarter panels and wont charge out the ***

If you're wanting completely new quarter panels it is no easy task. U have to drill out
the spot welds and then weld the new panels in.

Do you realize that you are on the WORLD WIDE WEB? Don't ask your computer who can do work to your car for cheap. Go out to some shops that are within your reach and get quotes.

You might also want to do some research first, because if you talk like you type everyone is going to think you are a dumba$$ and overcharge you.

Rust can be repaired by welding in a small patch or removing and replacing entire panels, it just depends on how bad it is and how each person likes to do it.

ive gone out to shops around my area and they wanna charge me almost 4 grand

Well for 4k, you're better off selling the car and getting a different lude. I recommend purchasing a car from a southern state.

4K to do what?? Get a specific invoice or list of what they are going to do to your car and then you can shop around once you know what needs to be done.

For $4000 you could buy a VERY nice welder, all 4 new fenders and still have money left over for paint. That is way to much to fix some rust on the fenders. Try some more places that aren't trying to rip you off.
