electrical issue: 95 civic hatch

electrical issue: 95 civic hatch
i have a big issue, i was gassing up my hatch when all of the sudden when trying to start her back up, just cranks and cranks but wont turn over. check this morning for smark or fuel, nope nothing sounds like the wiring or somthing fried, idunno tho. i also checked and the check engine light doesnt turn off, like it doesnt click like normal.
btw engine lsvtec turbo, with chipped P28. everything ran fine before this issue. i also changed the ecu and main relay and still the same issue.
