Default Gsr turbo conversion advice. Ecu options, engine / turbo safety, ..

Hey guys, lets start by sayin I know a lil bit about turbos, but have never owned one. Hopefully here before too long Im gonna turbo my stock 98 gsr. I have a few specific questions at the moment, and welcome any advice. I have already a used mostly Greddy kit, with a handful of extras. Not sure of exactly what turbo it is, its a garrett w/ oil and h2o, intergrated wastegate in a greddy kit for b18/b16... It has an FMIC.

I went to spin the impeller and its not free spinning. I can spin it with my finger, but it takes more force than i think it should.. I only spun maybe 5 degrees. Is this problem, or will it spin easier when the oil lubes it??????????????????
I dont believe the previous owner had the h2o hooked up.. Can that mess up the turbo, only running oil, not the h20 lines??????????????????????
I want engine safety and realibity #1 [this is daily driver that i cant have breaking down]. Whats a D.D. safe boost pressure to run on my stock internals w the stock 11:1 compression??????????????????????????????????????? ??
What, other than a maintaince, should i do b4 installing turbo??????????
Should I rebuild the turbo?? What does rebuilding entail?? What will it cost roughly???????
What ECU's can i use in my car? I know I need an OBD1 ECU, and I am planning to get a Neptune RTP board installed, just wanna know which ECU's I can use??????????
The "used kit" came with a raising rate FMU, and a missing link.. I was intending on using those to drive it safely to a tuner shop to purchse/install/tune the car with the new Neptune system, but when they install the neptune wont they remove both the fmu and the link?????????
What are the weak points or things to watch out for?

Any thoughts or extra advice would be greatly appreciated, thank you
james
