annoying vtec issue

Default annoying vtec issue
i have a 91 ef hatch wit a 95 vx engine an when i hit vtec its kicks in for like 2 seconds an then shuts off,,, any one have an idea what it could be?
ecu is a chiped p28 for a turbo my tuner fried my stocky

i have a PO7 ecu...if im right it should b the vx ecu...i ran it in my stock ej1 and it ran fine...just too lean for my motor
