Default No Start Accord 97 lx

Battery- Good
Starter- Good

currently i found oil in my spark plugs i got rid of that but, i dont know how longs its been there took off valve covers and it was kinda toasty

still not starting, any other suggestions why?
Starter relay maybe? and where is it located

Is the starter responding or not; or is it cranking but not starting?
Automatic or standard transmission?

starter clicks and doesnt crank
it responds wen i get some one to engage the key and hold it in and i jump the starter/solenoid, then it fires right up then i can drive like normal again, but if i turn the car off and try to start all it does is click,

Automatic tranny
The solenoid that is attached to the starter has seen its last days. By jumping the solenoid, you're bypassing the high current portion allowing the current to get the the starter proper.
Considering how long it's probably been on there, I'd suggest a new starter.

hmph, will it help to let you know that i've pulled the starter and tested it at the local oreily's and we did 3 runs and it passed

When you say "jump the starter" do you mean jump between two terminals, or what?

not the battery terminals, i meant the starter power and solenoid

I suspect either the Ignition switch (column mounter) or the Trans Quadrant Position switch mounted to the shifter assembly in the center console.
If you haven't noticed anything funky with the dash mounted quadrant display (not agreeing with the shifter position) I'd suspect the ignition switch first
