Default Idle issues....Cold air intake?

My 89 CRX HF i just bought came with and ideling problem and a cold air intake installed. it has a consistant bounce from 1250 to 1500 rpms. I cleaned out the IACV, the TB, adjusted the valves, gave it a tune up, and checked for vacuum leaks.....Could it just be the fact it has a cold air intake? Are you supposed to adjust anything after installing one?? what else could be causing this consistant bounce?

if you got a book on it.. it would be under emissions.. "Testing the Throttle Position Sensor"

imo a TPS would have a glitch to where it wont read it on the sensor. that shouldnt cause a idling problem, it would juust make it not read it on the TPS and spike will show.
but a vacuum leak will, make sure all your vacuum hoses dont have cracks on them. check out throttle body and intake manifold gasket also with some carb clean while the engine is on. just make sure u dont over spray or spray for a long period of time, due to it might catch on fire.
but if u have a vacuum leak u'll notice a slight rise in rpm's, u can actually hear it rise in rpm. *at less i speak for my self*
observe the spot u are sprayin at cause thats the location your going to look around for your problem. and a vacuum leak will have a consistence bounce like you discribed.
hope this helps you out.

Check your PCV line. Get a plier and pinch the line connected to your PCV valve and intake manifold, if your idle stabilizes, then you need to replace that PCV valve. It's that L shaped plug.

fast idle valve is loose its the little cylinder under the throttlebody behind a small cover.
