Default Is vtec not engaging because of tune?

I have a '95 integra LS/V turboed. Anyway if i drive the car not boosting at about 60% throttle as soon as i hit about 5,200rpm the car like bucking or bogging. I checked and the cylinoid is works. When I drive in boost i get through the rpm without a problem. I was told that it could be that the car is not tuned to have vtec come on during partial throttle. Is this possible? Also how can I check to make sure vtec is atleast coming on when I am at full throttle?
Thank you very much for the help,
Mike

Take the car back to your tuner for inspection.

Sounds like they missed a spot while tuning. I did that once and it would like to hesitate and bubble on the hi cam at lower boost levels. After I toned the fuel down, it was fine.

I bought the car tuned so i'm not sure who tuned it but i know of a tuner. if it is like you say IN VTEC is that a quick fix buy a tuner or does the car need to pretty much be retuned? So in your case vtec engauging?

I would book an hour or two with somebody good to look over the WOT areas just out of curiousity and also address the trouble spot. It shouldn't take long. About 2 to 6 passes max for WOT and then 2 or 3 passes on the dyno if you can get the boost that low or do a street tune instead to clear up the trouble spot.
