under the seat there is a wire with a plug. unplug the plugs, there's one under each seat.

we should still note, that you should still wear the seat belt. this shouldn't be done to avoid wearing one, only to fix an annoying buzzer that has malfunctioned. (sounded good any way )

I have a 91 hatch and when I unplugged my seat belt buckle connector and it turned off. The only thing I can think of is a shorted wire that constantly thinks you are unbuckled.
If you just wanna get rid of the buzzer, its in the light above the rearview mirror. Just take the cover off, take the 3 screws out, and unplug the assembly. Reinstall it all and its gone.
Wait, you have a sedan. Do you have the automatics seat belts?? If so, its totally different. (other than the overhead light thing, I think)

'90-91 Civic 4dr seat belt control units are known to go bad, rendering the motorized shoulder belts inoperative.

The control unit is bolted to the floor behind the center console of the dashboard, IIRC. Try a used one from a salvage yard.
