timing issue

Default timing issue

hi guys im having problems timing my teg r . since i put a set of skunk 2 cams in it .
when i time it using a timing light and get it to 16 degrees .and line it up to the middle line on the bottom pulley the dizzy is pushed right back as far as it goes . but if i time it to 16 degrees using the tdc line on the pulley the dizzy is right smack in the middle any idea's what could be wrong

are you jumping the diagnostic plug under the pass. side dash before you move the dizzy? (this puts it in base timing mode. otherwise, the ecu corrects)
