Default 2003 Ex V-6 Fog lights shorting out Passenger Headlight?

Help
I'm a newbe hoping to get some help on where to start looking for a short. Iv'e had a 2003 Accord EX with dealer installed Fog Lights for 5 years with no problems. Now if I have the headlights on and then turn the fogs lights on I blow the passenger side low beam headlight fuse? I started having this problem after having to go thru some deep puddles during christmas time? All lights work and I replaced the low beam headlights already.

I would start by loking into the foglight harness. Follow it closely and see if there are any burns or any wire exposed to the open. Checking relays and fuses doesn't hurt. Check bulb connectors for both the fogs and the lowbeams, makse sure nothing is corroded.
