Does the check engine light come on and stay on when you turn the key to the on position?
Meaning when you turn it to where you hear the fuel pump prime and the main relay click?
If so.. then it should flash when you jump the service connector under the passenger side dash.
If you jump the connector and the CEL does not flash.. then you are getting a solid CEL. This points to a malfunction in the ecu. Replace it with another known working ecu.
The limiter at 3500 RPM is limp mode. It is running off the back up processor in the ecu.

as long as it is burned with the right base map then it will not be a problem..i have a p28 with itr base map..runs awesome...try switching your tps and map sensor plug..just in case u got them in the wrong ones....also try cleaning the tb where your map senosor is mounted to...
the ecu is chipped correctly it is tuned for the motor it was running fine in his car before and in my car he got the motor and ecu from me we just got another ecu so we will see if thats the problem
