Default Cali Smog help. HC & NOx

I have been trying to get my car through the California state ref and have had a terrible time with it. I fail the Hydrocarbon and the NOx parts of the test and the CO barelt passes at the 15mph, and i barely pass the 25mph HC. I have been doing research for it and understand that the HC are up do to unburnt fuel, and the NOx is because of High Combustion cambers temp. I pass at the 25mph but fail the 15mph. I was thinking it might be my cat, but before i go and spend an arm and two legs for one i wanted to make sure that that was the problem. I want to fix the problem not just cover it up. So far a have change cap, rotor, plugs, wires, air filter, set the timing to 14BTDC, ran some seafoam through it, change the oil, and a New PVC valve. now i am running out of ideals on how to fix it. i have been to the ref 3 times and still come up the same. it feels like everything runs right i get 31MPG and it runs a 15.1 at the track with shitty 60' and traction.

first test sucked. it was a GP and was done just to get some #'s and see were i was at.

a cat converter
regap your plugs and spark wires cap n rotor and recheck timing.. your o2s
dorry if its scattered but just random ideas

Your CO2 looks really good. Oxygen is at zero which is good. Now i dont know specs but jdm spec motors have higher compression right? If so that can be raising your NOx.

Your second test looks pretty good except for the HC at 15mph. Does your car normally run rich? You might wanna get a scope on your O2 sensors and see if its good. Check them both. The precat O2 should have a waveform that cycles up and down from .01 volts to .09 volts. and the postcat sensor should have a steady reading. if the precat is not switching, switches slowly or stays high or low then it needs to be replaced. if the postcat o2 looks just like the precat o2 then the cat itself is bad.

Also I would set the timing to 16btdc

I will get my O2 check out as soon as i can, i will have one of the guys Hook-up Hondas HDS and have them scan my O2's and see how they look. and my second test i did that Gurenteed to pass stuff and thats what happened and i change the throttle body and had air in the line for the IACV and it was stuck open causing a vaccuum leak. I just bought brand new OEM O2 Sensors about a year ago but you never know.

i hear one gallon of reg gas and a full bottle of Guaranty To Pass would do the trick...

Like i said i am not looking to cover up the problem, i would just rather fix it.

LOL if it was only that easy. I was thinking maybe the injectors are not misting properly so its not mixing with the air properly. just a thought but i dont really know what my air fuel ratio be stock.
