Default Problem, I need some help!

My car will not start. It will atempt to turn but it dossent fire. I'm not getting any spark and my fuel pump only comes on when i use the jumper wire. But my fuel relay checks out fine as a swaped it into another car and it started right up. I'm not getting any codes off the ecu.
I have a B18C5 head on A B20B4 block, i put it in a 1989 Honda civic SiR (hatchback). Any help would be more than appreciated.

did you check all the fuse?

what ecu you using?

did you check to see if any wires came out the ecu plugs?

are you getting power to the black/yellow wire on the dizzy?

did you check the coil with a multimeter?

did you check the icm with a multimeter?

None of my fuses are blow or corroded. I'm not sure what kind of ECU it is but it has a sticker that says Denshigiken. I has a bar code and a bunch of numbers after that with the letters APX next to it. All the wires are connected to the ecu. Right now I'm in the process of putting in a new coil cap and rotor and I'm going to see if that helps.

Ok put the cap rotor and coil in and it still will not fire. What are my options, what could be causing this?

It's a 89 SiR body but most of the wiring and engine work is swaped and therefore isn't all original. The B20 VTEC is a frank from a type r head and a crv block. I know the ignition control module is bad and I don't think I'm getting power to the dizzy and if I am its not much. What should I do?

change the icm it wont run if its bad

fined out the voltage on the black/yellow wire on the dizzy with the key on it should be the same as the batt voltage with the key on

Ok I'll do that. now as far as my fuel pump, I replaced both the pump and the relay, both are working. I know because I checked the pump with a jumper wire and did the continuity test as well as swaped the fuel relay in my moms car . But for some reason my pump wont come on without the jumper wire in my car. My friend has suggested that because I've tried to start it to many times it is pressurized enough so the pump isn't going to come on but I really don't think thats the case. Can there be another explanation?

BTW I found out I AM getting power to the dizzy.

well it sounds like the relay is not wired up right to the ecu and/or the fuse box

It's weird because it's worked before. Ok so i bought the car like this I know but I'm trying to figure this out. So it has the original 89 civic SiR fusebox but does that mean it gets the same fuses or should I have the fuses set up like the Integra? Or the CRV?

I don't have an extra ecu laying around. Is there a way I can check it?

pin a12-a13-a14-a15 and b13 should have power going to them with the key on and only one should have power with the key off (i think its b13 not sure)

Ok replaced the ICM and it sounds like it wants to fire, the engine no longer cranks slowly and it has some sparatic spark, but its not constant. I still trying to find an ecu diagram, would you know of one? Now what if the ecu isnt getting power? What if it is? Also i checked the primary and secondary resistance of my coil that i just bought. the primary is supposed to be between 0.6-0.8 and its between 1.0-1.2. which is off but the guy at autozone tells me this is not a reliable enough test. is that true? or is my coil bad. btw my secondary checks out fine.
