weird idle problem

weird idle problem
when im driving in gear and shift into nuetral the idle jumps up to 1400 rpm but when i completely stop the idle would drop to 900 normal, what do you guys thing the problem is, also once in a while the idle would jump up to 1400 rpm and when i try to go it keeps on boging out
