I'm trying to diagnose a rough idle/possible running rich problem, and had a question I hope someone can help me out with...

When my gas tank is low (below 1/4 tank), the car takes noticeably longer to start. It's a pretty consistent thing too, such that I avoid going below half tank if I can.

Is this normal?

probably jus dirt or water in the bottom of the tank
