Default HELP! Irratic, super high idle

Okay well I know on D15B1's theres a restrictor plate, so I went and took it off, put everything back together, and my car idles at 2000 and fluxuates up to 2500. Well I went and put the restrictor plate back in and it still does it, the only thing i did was the gasket between the plate and the intake manifold, I took it off (Ripped) and I used RTV silicone. I know all my things are hooked up. I undid the gas pedal, so I could move the throttle body easier, anyway, anyone know what my problem is??? Cuase I got the coolant line hooked back up, I got the restrictor plate back in allt he vaccume lines are in place, I jsut IDK what the problem is... Can someone help me?

Well I was checking the diagram on the hood and all myhoses are good, and my car dies back down to idle id I undo the vacum line from the throtle body that runs to the electrical units ont he fire wall.. So does this help any, and how can I check for vaccum leaks. Also for some reason I got it to start idling lower, like in the 1500-2000 range,
