96 TEG rubbing tires on fenders
I just recently purchased a 96 GSR that had aftermarket rims on it already. They are 17x7's with 215/50/R17 Khumo tires. Whenever I have more than two people in my car or simply take a turn faster than "grandma slow" my tires rub on the fenders. The car has stock shocks and springs. Does anyone know if the tire is too big or is it the whole rim and tire combo? the rim offset seems the same as stock rims ( just from eyeballing it).

Yup. The tires are too big - they're MONSTERS, over two full inches (almost 9 percent) larger in diameter than your stock tires! They're also causing your speedometer and odometer to read lower than actual by that same 9 percent. Sell them and get the proper size tires for your car - for 17" wheels, that's 205/40-17 - and you shouldn't have any problems with rubbing or with the accuracy of your gauges.
Here, look at the outer diameter of the tire sizes and see for yourself:
195/55-15: 23.44" (stock)
215/50-17: 25.46"
205/40-17: 23.46"
