new motor won't start

ok so i'm at a loss so i'm hoping someone is going to catch something that i did wrong or didn't think about.
pulled motor, had it rebuilt at a friends machine shop, did the man. tensioner conversion, deleted the butterfly plate in the intake manifold, did other misc crap, put motor back in won't start. It is in time, firing order is correct, when i pull a (new ngk) plug after attempting to crank the engine it does smell like fuel so the injectors are pulsing. it does have spark. for ***** and giggles i changed the dizzy and coil cause i had both laying in the garage. borrowed a batt. charger so i could spin it faster. sprayed starting fluid. it doesn't try to hit at all. did a compression check. about 100 psi which is low but the rings aren't seated yet. so . . . i am at a loss. any suggestions anyone ??? thanks in advance

I dont know if even 100 PSI on brand new rings is anything close to being right.
Apparently when you are running anything less than 140psi in each cylinder its time for a rebuild.
If you have spark and fuel that leaves 2 other issues, 1 being timing, and the 2nd being comp. 100psi is pretty shatty.

i brought the motor up to tdc and pulled the dist. cap off to find #1. the firing order is 1 3 4 2 correct? even if i had it wrong it should atleast backfire. its not doing anything. I do have great spark. When i pull a plug out it is gas fouled. I went to wal-mart and got a set of autolite (thats all they had) plugs to see if i could get it to hit. I'm going to pull the valve cover and double check the timing marks on the cams to make sure iv'e got everything right.
There are two TDC occurrences per spark - It is still quite possible to be 360 degrees off on the timing. - Although I don't know if Honda ignition avoids the waste spark or not. If not, then it won't matter... But I'm pretty sure that a 97 only sparks once per 2 revs as my 94 has a tdc sensor in the distrib used to key fuel and spark timing.
Since distrib spins at half crank speed, I would reset the dizzy -180 degrees.
