bolting on distributor (timing)

So we got my friend swapped out his LS for a gsr swap (into a 98 civic coupe) and we reused the LS distributor. We had to cut an arm off of the ls distributor because it was blocking. On the the car starts up, but the idle surges up to around 4k rpm and then the car shuts down (probably due to vacuum).
My question is if we move the distributor around the top bolt, it changes the timing correct? If the timing is off, will the car shut off like that?
