What kind of car? Pull out the phone book and call a local upholstry shop.
But I agree with mcvtec, if its an eg just swap the dash it, will cost less and look nicer I bet.

Interior dye is pretty much your only option to do it right. I mean you could put upholstery over the dash, but that wont work for things like vents and switches.

For 6th gens you have two choices.
Dye the panels (this is not like spray painting).
or...
Buy a LHD dash from Europe, ship it over and install it.
Reupholstering it could work, but it won't look stock. I don't think there's much of a way to cleanly remove the vinyl from the dash skeleton without damaging it beyond repair. So I supposed you could stick other fabric on it.
If it's a 5th gen, swap the dash from a black US car.
6th gen is '96-'00. 5th gen is '92-'95. del Sol is well, a del Sol.

OR....go to your local fabric store, here in Cville I use Jo-Anne Fabrics, and buy yourself about 3 yards of black vinyl. Napa carries a great Carped Adhesive spray that tacks like super glue. Now whether or not you choose to take the dash out to wrap it or leave it in will effect how clean you get the edges, but either way should suffice. I would also recommend borrowing your girlfriend's hair dryer as it will be necessary to heat and stretch the fabric around those tricky corners. It may take some time but it will be much cleaner than spraying your dash and will also ad a SLIGHT plush to the feel of your dash.
