It was sold in other markets. It was not sold in the US market for our cars. The cars you have seen them on were probably from other markets.
But I'm sure someone will come in swearing that the Si came with one. They did not. No US '96-'00 Civic had them from the factory or even as an OE option.

Look into using Dynamat for the wheel wells, floor and firewall if anything.

I've been riding the last few days without my rear quarter interior panels and upper half of the rear seat after fixing a rattle in the rear deck (clip was loose - had to replace it and test to make sure there really was no more rattle).
It's incredibly loud compared to how it is with those normal hard plastic panels in the car.

Mine was only having that rattle since we installed rear speakers. I'm going over my car listening for any little rattles so I can fix them. I think the deck lock cylinder has the bars on backwards too. Right now it folds on the left if you turn to the right and visa versa.
Very annoying.

The deck lock cylinder I'm referring to came on '96-'00 Civic coupes (and sedans IIRC). It's on the top of the rear deck and can be seen from the outside of the car, through the rear window.
You insert your key and turn to the left. This unlocks the left side of the rear seat back so you can fold it forward from within the car. Turn it to the right and it unlocks the right side.
For higher end models this also helps to protect items in the trunk more. Lock the valet box on the floor and then you cannot access the trunk area without a key (or crowbar and hassle).
